adclonectx.pl addnode is failing in OCI

 Caused by: javax.naming.CommunicationException [Root exception is java.net.ConnectException: t3://xxxxx.nprdmt.nprd.oraclevcn.com:7021: Destination unreachable; nested exception is:

        java.net.ConnectException: Connection timed out (Connection timed out); No available router to destination]


Solution: 

OCI Console ==> Network ==> VCN ==> Subnet ==> Security List ==> Ingress rule

issue is with ingress rule for all ports on for second node specific
